Install Activex Internet Explorer 11
Check your graphics driver(s)
Ensure the drivers are up-to-date
Temporarily disable firewall and anti-virus software
Retry installing Active X control
The Metro browser, will not support any plugins.
Method 1: To enable ActiveX in Internet Explorer desktop version follow this step.
a. Open Internet Explorer from the Desktop.
b. From the Tools menu, select Internet Options.
c. Select the Security tab.
d. Click Internet as the zone to change.
e. Click Custom Level. The Security Settings - Internet Zone dialog box appears.
f. Scroll down to the options below Internet ActiveX Controls and Plug-ins and enable the following:
◦Run ActiveX Controls and Plug-ins
◦Script ActiveX Controls Marked Safe for Scripting
g. Click OK to save your settings and exit the Internet ActiveX Controls and Plug-ins dialog box.
h. Click OK to close the Internet Options dialog box.
i. Exit Internet Explorer.
Method 2: Ensure that ActiveX Add-on is enabled in Internet Explorer add-ons.
a. Open Internet explorer from the desktop, Click Tools, click Internet options
b. Please switch to the 'Programs' tab, click 'Manage Add-ons'
c. Choose Downloaded ActiveX Controls from the Show: drop-down box.
d. The resulting list will show every ActiveX Control that Internet Explorer, make sure that the option 'Enable' has been selected.

I would suggest you to boot the computer in Normal Startup Using System Configuration and check if the issue persists.
To do so, please follow the steps given below:
1. Click on the Start button.
2. Type “msconfig” (without any quotes) in the start search box and press Enter.
3. System Configuration windows will be open.
2. Click on the General tab located at the top of the System Configuration window.
3. Then choose the Normal startup radio button (on the General tab) and then tap or click on Apply and Ok.
4. You'll be prompted with the restart your computer question. Then click on Restart.
Your computer will restart and Windows will start normally.

Note: Do not make changes in System Configuration other than those outlined here to avoid causing serious system issues. This utility controls a number of startup activities other than those involved with Safe Mode.

·Is the issue related to using webcams on websites using Internet Browser or using webcams with an application?
·Which Internet browser are you using?
If you are using Internet Explorer only then, I would suggest you to try the steps below and check if it helps:
a. Open Internet Explorer.
b. Click Tools and then select 'Internet Options'.
c. In Internet Options dialog box select the Security tab.
d. Click Custom level button at bottom. The Security settings dialog box will pop up.
e. Under Scripting category enable 'Active scripting” and 'Scripting of Java applets'.
f. Click OK twice to close Internet Options.
g. Close and re-open Internet Explorer and check if the issue persists.
h. If the issue persists then, follow steps a, b and c and under security tab click on 'Reset all zones to default level' and click on Ok.
i. Close and re-open Internet Explorer and check if the issue persists.

Problem
I have multiple IP cameras from multiple manufactures. The cameras provide the following live feeds:
- Manufacturer_1 Feed_1: MJPEG via http
- Manufacturer_1 Feed_2: h264 via rtsp
- Manufacturer_2 Feed_1: h264 via http
What Works
For Chrome and Firefox MJPEG:
- http live feeds work like a charm using the img tag and setting thesource to the live feed URL.
- Playback of recorded MJPEG video or H264 works on all three browsers using VideoJS
What I need
Play live feeds of H264 on all three browsers. Play MJPEG feeds on IE.
What I'm trying to avoid
Using FFMPEG or VLC to transcode and stream H264 to MJPEG, which would still only work for Chrome and Firefox.
Notes
Chrome does not accept plugins. Meaning Flash or other plugin based solutions will not work.
ActiveX video controls on IE are rarely stable. Manufacturer specific controls are sub-par at best.
I know that the HTML5 video tag is implemented independently by the browsers and each browser decides what video formats to support.

Chrome and Firefox both accept live video streams in the fragmented MP4 and WebM (which is irrelevant in this case) video containers. So you will have to do remuxing (which is still much faster than transcoding). I am also working with IP cameras and so far I haven't seen any that are capable of outputting the formats supported by the browser. So the free option is to setup FFmpeg to transcode rtsp to fragmented MP4 or if you are looking for a commercial product our company has just released an video surveillance product that can offer HTML5 compatible live streaming from RTSP cameras.
